    Mandatory Shipper Registration Begins August 2026 With GHS 150 Annual Fee

    Mandatory shipper registration will commence on August 3, 2026, requiring all Ghanaian importers and exporters to register with the Ghana Shippers' Authority (GSA). This registration, costing GHS 150 annually, will be enforced through the Integrated Customs Management System (ICUMS).

    The Importers and Exporters Association of Ghana (IEAG) has reassured the trading community that this new requirement will not disrupt trade. The GSA issued a public notice encouraging all unregistered importers and exporters to complete the process before the implementation date. This aims to ensure smooth shipping and trade operations nationwide.

    This initiative aligns with Ghana's broader regulatory efforts to streamline trade processes and enhance transparency within the import-export sector. The GSA's mandate reflects a commitment to formalising trade operations. It builds on previous efforts to digitise customs and shipping procedures across the country.

    Samson Asaki Awingobit, Executive Secretary of the Importers and Exporters Association, stated the registration does not introduce new taxes. He confirmed it will not place additional financial burdens on businesses. Mr. Awingobit emphasized that the Shippers' Authority works with shippers as a statutory body to regulate the industry. He added that this is not a new measure and should not cause panic among traders.

    Businesses must complete their mandatory registration before the August 2026 deadline to avoid disruptions to their shipping activities. The integration with the ICUMS platform means non-compliance could halt import and export operations. Traders should plan to allocate the GHS 150 annual fee for this registration, which covers all shipments for 12 months. This will ensure they remain compliant and minimise any potential impact on their supply chains and operational costs.

    The directive is in line with Section 26(1) of the Ghana Shippers’ Authority Act, 2024 (Act 1122). This Act legally mandates the registration of all shippers. The GSA also confirmed that the annual registration fee of GHS 150 is prescribed under the Fees and Charges (Miscellaneous Provisions) (Amendment) Regulations, 2025 (L.I. 2512).

    This registration is valid for 12 calendar months from the date of completion. It covers all shipment transactions for the registered shipper within that period. The move is designed to ensure better oversight and data collection within Ghana's vital trade sector. This aims to foster a more predictable and regulated trading environment for all stakeholders.
