The sluggish integration of AI is primarily attributed to a conservative corporate culture and a strong aversion to risk among Japanese companies. Austin Xu, co-founder of US start-up Kuse AI, notes that Japanese organizations prioritize process and consensus, which slows down technological adoption. Companies are unwilling to tolerate AI mistakes, especially in client-facing roles, often preferring to leave positions unfilled rather than entrusting them to machines. This cautious approach limits AI use to low-risk tasks like writing and summarizing, rather than core operations or decision-making.
This trend fits into a broader narrative of Japan's economic and social challenges, including its demographic crisis and long-standing productivity issues. The country's productivity remains the lowest among the G7 nations. While the government passed the AI Promotion Act last year to encourage investment and aims to make Japan the "world's most-friendly country for developing and utilizing AI," practical implementation faces significant hurdles. Professor Parrisa Haghirian of Kyoto University of Advanced Science agrees that Japanese companies are too risk-averse regarding AI. She highlights that the challenges of adopting AI mirror those of any change within Japanese firms. This cultural resistance contrasts with the more entrepreneurial approach seen in the US, where businesses are more willing to experiment with AI and integrate it into workflows. The healthcare sector in Japan, for instance, is particularly slow, with some hospitals still relying on paper documents, indicating a broader resistance to digitalization.
