Ghana urges IT professionals to drive digital transformation

    Deputy Communication Minister Mohammed Adam Sukparu calls for strategic information management in Civil Service

    Ghana's Deputy Communication Minister, Mohammed Adam Sukparu, has called on Information Technology (IT) and Information Management professionals within the Civil Service to adopt a more strategic role in the country's ongoing digital transformation. He stressed that these professionals must move beyond traditional technical duties. Their expertise should directly influence government policy design, service delivery, and public institution management.

    Speaking at the 7th General Meeting of the Information Technology and Information Management Association of Ghana’s Civil Service, Mr. Sukparu underscored the importance of effective information management. He stated that proper management, security, sharing, and utilization of government data are essential. This ensures that decisions are based on solid evidence, improving public administration.

    This directive aligns with Ghana's broader economic strategy to leverage technology for growth and efficiency. The nation has invested significantly in digital public infrastructure, broadband connectivity, and electronic government platforms. These efforts aim to modernize the economy and improve public service delivery, reflecting a commitment to a technology-driven future.

    Mr. Sukparu, representing Sector Minister Samuel Nartey George, noted the increasing reliance on technology and data in public administration. He highlighted that the adoption of artificial intelligence and other data-driven technologies makes the quality and security of public-sector information more critical than ever. This requires a robust framework for data governance.

    Ghana has made substantial progress in its digital transformation journey. This includes investments in digital financial services and cybersecurity measures. National policies and laws governing the digital economy and data protection support these advancements. The government continuously reviews existing legislation to keep pace with emerging technologies.

    The Deputy Minister also mentioned the implementation of Ghana’s National Artificial Intelligence Strategy. This strategy is part of a wider effort to prepare the country for a future increasingly shaped by technology. Digital transformation, he explained, involves changing how government institutions operate and collaborate.

    Mr. Sukparu emphasized that digital transformation is fundamentally about people. He stated that behind every government digital platform and service are professionals responsible for their development and maintenance. He encouraged IT and Information Management professionals to view themselves as architects of Ghana’s digital future, not just technical staff.

    Their expertise impacts critical sectors such as healthcare, education, agriculture, and public financial management. He urged them to continuously upgrade their skills through professional development and lifelong learning. This continuous improvement is vital for staying relevant in a rapidly evolving technological landscape.

    Mr. Sukparu also advocated for stronger partnerships between Civil Service professionals, universities, and development partners. Such collaborations promote knowledge-sharing and ensure the public sector remains responsive to technological changes. This collaborative approach fosters innovation and best practices.

    Addressing the Association's governance agenda, he stressed that effective institutions rely on strong governance, transparency, and accountability. He commended the Association for providing a platform for collaboration and mentorship. This platform helps professionals contribute significantly to Ghana's digital transformation goals.

    The Ministry of Communication, Digital Technology and Innovations reaffirmed its commitment to supporting initiatives in innovation, cybersecurity, and artificial intelligence readiness. It will also focus on digital inclusion and skills development. This support aims to strengthen digital governance across the Civil Service, ensuring a resilient digital infrastructure.
