Africa Must Prioritize AI Application Over Infrastructure

    Ghanaian expert Kwesi Amoafo-Yeboah asserts that Africa's strategic opportunity in the artificial intelligence (AI) era lies in applying AI to solve problems, not just building infrastructure. He argues that while advanced chips, larger AI models, and more data centers are essential, they represent only the initial phase of technological revolutions. The enduring value emerges from how societies utilize these new capabilities.

    History demonstrates a consistent pattern in technological advancements. Breakthroughs lead to infrastructure development, which then becomes widely available. The greatest value subsequently migrates away from the infrastructure itself. Railroads, for instance, enabled large retailers but did not become them. Electricity powered manufacturers without becoming the manufacturers themselves. Similarly, global fiber-optic networks facilitated dominant internet platforms like Google and Amazon, which created immense value on top of existing infrastructure.

    Amoafo-Yeboah points out that companies like WorldCom and Global Crossing invested billions in laying fiber. Many of these infrastructure builders eventually disappeared, even as their infrastructure endured. Years later, other companies built extraordinary value upon these foundational networks. This historical lesson suggests that the builders make the future possible, but others discover how to create greater value from it.

    Today's focus on AI infrastructure, including advanced chips and data centers, mirrors this historical trend. These investments are crucial for the AI revolution to occur. However, they are merely the enabling layer. The ultimate value of artificial intelligence will not be determined solely by who constructs the largest data centers. It will be determined by those who effectively apply AI to improve decisions, strengthen institutions, and create new forms of value across various sectors.

    Much of the global conversation frames the AI era as a race to build infrastructure. This is indeed one race, but it is only the first. The second, more critical race, involves reorganizing society around this new capability. Every ministry, university, hospital, business, school, manufacturer, and financial institution must decide how to leverage AI. This strategic application is where the greatest value is historically created.

    Africa should continue investing in essential areas like connectivity, digital infrastructure, energy, education, and technical capability. However, its future should not be measured solely by the number of chips manufactured or data centers built. The greater opportunity lies in creating value from the infrastructure that becomes increasingly accessible to everyone. This approach often leads to enduring competitive advantage.

    Every nation possesses unique strategic assets: its experience, institutions, decisions, relationships, and culture. These assets are invaluable but fragile. The loss of knowledge through retirements, government changes, or business closures represents an economic problem. Continuity is vital to preserve this accumulated experience and knowledge. When experience survives and accumulates, it transforms into intelligence. Consistently applied intelligence develops into capability, which then fosters lasting prosperity.

    The AI era demands more than just computing infrastructure. It also requires 'continuity infrastructure'—systems that preserve institutional memory and organize knowledge. These systems ensure that valuable experience is not lost but rather compounds over time. This continuous improvement in capability is fundamental for individuals, businesses, governments, and nations to achieve sustained growth and prosperity in the evolving technological landscape.
