UK Serial Attacker Jailed for Life After Police Failings

Levy was found guilty last week of murdering Carmenza Valencia-Trujillo in March 2025 and Sheryl Wilkins in August 2025. Separately, Levy was convicted in February for sexually assaulting 10 women on London trains between October 2023 and May 2025. Six of these attacks occurred in early 2025. An 11th charge involved sexually assaulting a prison officer in April 2022. These repeated offences underscore the severity of the failures by various agencies.
London Mayor Sadiq Khan expressed his dismay, stating, "Time and time again, opportunities to stop him were missed." He added, "I am appalled by his crimes and the failures across multiple agencies that could have prevented him from harming, and ultimately killing, more women." The Metropolitan Police has referred itself to the police watchdog, an independent body that investigates complaints against the police, for downgrading Levy to a medium-risk offender. This self-referral indicates a recognition of serious procedural lapses.
