Ghana has declined a request for a state visit by South African President Cyril Ramaphosa. This decision follows growing concerns over xenophobic attacks targeting Ghanaian nationals and other African migrants in South Africa.
This refusal stems from a recent wave of anti-foreigner violence across parts of South Africa. These violent incidents have already led to the repatriation of about 1,000 Ghanaians. Hundreds more are reportedly awaiting evacuation from the country.
The current situation intensified after reports emerged of a Ghanaian national being killed on June 30. This death occurred during demonstrations by xenophobic groups targeting African migrants. The diplomatic move highlights the Ghanaian government's priority in protecting its citizens abroad, a critical aspect of international relations and economic stability for diaspora communities.
A South African diplomatic source told the Daily Graphic that Ghana’s decision reflects serious concerns. These concerns are about the safety and dignity of its citizens living in South Africa. The source added that proceeding with a high-level visit under these circumstances would have been inappropriate. A Ghanaian source confirmed the government’s position. This source stressed that the protection of Ghanaians abroad remains a key priority for the nation. Furthermore, authorities were mindful of the security implications surrounding President Ramaphosa’s visit given the tense atmosphere.
Ghana has communicated its concerns to South Africa directly. It has called for decisive measures to address the attacks. Ghana insists on guarantees for the safety of Ghanaian nationals before any future visit can occur. This diplomatic action aims to ensure the well-being of Ghanaian diaspora, whose remittances are vital to Ghana's economy. Remittances contributed significant foreign exchange, estimated at over $3.8 billion in 2023, supporting many families and businesses.
Despite this diplomatic setback, the Ghanaian source emphasised that relations between Ghana and South Africa remain cordial. Both countries are committed to maintaining their longstanding diplomatic ties. The current stance serves as a strong signal from Ghana regarding the protection of its citizens, impacting diplomatic protocols and potentially trade relations in the long term. This incident underscores broader regional challenges related to migration and economic pressures.
What is Xenophobia?
Xenophobia is an intense or irrational dislike or fear of people from other countries. In this context, it refers to hostile attitudes and actions directed at foreign nationals living in South Africa. Such actions often lead to violence and displacement.
