The vacancies arose following the tragic deaths of Dr. Ibrahim Murtala Muhammed and Dr. Edward Kofi Omane Boamah in a helicopter crash. President Mahama is expected to announce these appointments this month, coinciding with the first anniversary of the tragedy. He had previously indicated in November 2025 that the positions would be filled in 2026, acknowledging the loss of two comrades.

The President previously told Muslim leaders at Jubilee House in November 2025 that the vacant positions would be filled in 2026. He stated, “They say Allah gives and Allah takes. He took two of our comrades, and we haven’t filled those positions yet. We will make those appointments next year.”
Dr. Agyeman-Rawlings, a medical doctor, has served as MP for Klottey Korle since 2017. Her association with environmental issues is well-established through her work on Parliament’s Environment, Science and Technology Committee. She has consistently advocated for measures to address flooding, including calls for the dredging of the Odaw River and improved drainage management in her constituency. Her public profile gained further prominence when retired Supreme Court Justice William Atuguba questioned why she had not yet received a cabinet appointment, praising her leadership and public service record at the D.F. Annan Memorial Lecture on July 16.
Justice Atuguba lauded Dr. Agyeman-Rawlings, stating, “Somebody like Zanetor Rawlings, she’s not a politician; she’s a woman of the people. I’ve been following her activities. I don’t know, I’ve never spoken to her, never met her, but I’m convinced that that’s the kind of politician people should aspire to be.” He expressed surprise at her lack of a ministerial role, suggesting her integrity and dedication warranted a senior position. He also noted that her abilities should not be limited to a deputy ministerial role.
Further bolstering her credentials, Dr. Agyeman-Rawlings secured an international leadership role in April 2026. She was elected Second Vice President of the Pan-African Parliament, winning with 131 votes against her opponent’s 51 votes. This made her the first female representative from the West African Caucus to hold the position. Parliament Speaker Alban Bagbin confirmed this development, highlighting that the role carries ministerial status under African Union protocols. She also chairs Parliament’s Select Committee on Security and Intelligence and holds a Master’s degree in Conflict, Peace and Security from the Kofi Annan International Peacekeeping Training Centre.
Since the August 2025 helicopter crash, the Defence Ministry has been managed by Finance Minister Dr. Cassiel Ato Forson in an acting capacity. Lands and Natural Resources Minister Emmanuel Armah-Kofi Buah has overseen environmental matters alongside his primary duties. The expected appointments could form part of President Mahama’s first significant ministerial reshuffle, potentially involving reassignments and exits of other ministers. While Dr. Agyeman-Rawlings’s name is prominent, the Presidency has not yet issued official confirmation.
