    The National Lottery Authority (NLA) has signed a Memorandum of Understanding (MoU) with Fidelity Bank to deploy new Point of Sale (POS) machines, marking a significant step towards modernizing lottery operations in Ghana. This partnership aims to improve efficiency and increase revenue for the state, addressing substantial losses from illegal activities.

    The agreement, formalized in Accra on Tuesday, July 21, is a core component of the NLA’s ongoing reforms. These reforms seek to digitize lottery staking and phase out manual, paper-based transactions nationwide. The NLA expects a complete transition to electronic platforms by the end of July, compelling all participants to use the new digital system.

    This modernization effort is crucial for Ghana’s public finances. The NLA currently loses more than GHS 1 billion annually to illegal lottery operations, a figure that highlights the urgent need for enhanced regulation and digital transformation. The new paperless system is designed to curb these losses and ensure more revenue flows into state coffers.

    Mohammed Abdul-Salam, the Director-General of the NLA, stated that the Authority adopted a private-partnership model after previous attempts to modernize the sector failed. He explained that this arrangement allows Lotto Marketing Companies to access modern POS machines without the NLA bearing the full investment cost. This strategic approach leverages private sector investment to achieve public sector goals.

    The partnership also includes a significant increase in the instant win payment limit at POS terminals, rising from GHS 1,200 to GHS 30,000. For larger prizes, winners will have the option of receiving immediate payment through Fidelity Bank. The bank will settle qualifying winnings upfront, with the NLA reimbursing the bank under an agreed framework. This change is expected to improve customer experience and make the NLA more competitive.

    Officials from Fidelity Bank described the collaboration as part of their commitment to leveraging financial technology to support digital transformation. This initiative will improve service delivery within Ghana’s lottery ecosystem. The bank’s involvement underscores a growing trend of financial institutions partnering with state entities to drive technological advancement.

    The transition follows nearly a year of technical assessments, commercial negotiations, and operational planning. This extensive preparation was necessary to replace ageing lottery terminals and unreliable second-generation (2G) connectivity with modern POS devices supported by improved network infrastructure. The NLA believes conditions are now favorable for full implementation.

    The nationwide deployment of these new POS machines is central to the NLA’s broader strategy. This strategy focuses on modernizing lottery operations, enhancing transparency, and reducing reliance on manual staking. Ultimately, these efforts are geared towards boosting revenue mobilization for the state and creating a more robust, accountable lottery sector.
