    GRA assures businesses: New ITAS will not introduce new taxes

    The Ghana Revenue Authority (GRA) has guaranteed the business community that its new Integrated Tax Administration System (ITAS) will not introduce new taxes. GRA Commissioner-General Anthony Kwasi Sarpong confirmed the system aims for efficiency and transparency, not for increasing the tax burden on businesses.

    Mr. Sarpong made this assurance during a stakeholder meeting in Accra. The event brought together key groups like the Association of Ghana Industries (AGI) and tax practitioners. ITAS is designed to simplify tax processes, making it easier for businesses to register, file returns, and make payments seamlessly.

    This initiative fits into Ghana's larger economic strategy to boost domestic revenue collection. The government aims to fund national development projects by optimising tax administration. Ghana's tax-to-GDP ratio, which measures tax revenue against the economy's size, still lags behind some regional peers. Modernising tax collection methods through systems like ITAS is crucial for closing this gap.

    Mr. Sarpong explicitly stated, “The introduction of ITAS is not going to lead to the payment of any additional new taxes. This is an efficiency process that we are undertaking.” He urged taxpayers to accept the system, noting it will simplify tax duties and improve compliance. This statement aims to build trust between the GRA and the private sector.

    Going forward, businesses should prepare for a fully digital tax environment. Decision-makers within companies will need to familiarise themselves with the ITAS platform. Increased engagement from the GRA will be important to ensure a smooth transition for all businesses, including small and medium-sized enterprises (SMEs). Observers will watch how effectively ITAS broadens the tax base through improved efficiency.

    ITAS is a single digital platform integrating various tax processes. Businesses can use it to access their tax records, manage tax obligations, and handle audits and disputes more transparently. The system will also combine data from other sources, including customs, to reduce duplication.

    The GRA's broader goal is a transformation agenda built on technology, operational excellence, and stakeholder trust. ITAS is a core component of this strategy. It supports the drive to improve domestic revenue mobilisation, which is vital for Ghana's economic growth. The platform, launched earlier this year, is central to modernising tax administration and improving service delivery across the revenue system.

    Mr. Seth Twum-Akwaboah, CEO of the Association of Ghana Industries, welcomed ITAS. He called it a positive step towards improving tax administration for the business community. He noted that businesses have long wanted a simpler, faster, and more transparent tax system. The AGI supports ITAS implementation, believing it can broaden the tax base through better efficiency rather than higher tax rates.

    Mr. Twum-Akwaboah highlighted the need for trust between the private sector and tax authorities. An efficient system will strengthen this trust and encourage voluntary compliance. He urged the GRA to intensify education efforts, especially for SMEs, to ensure full understanding and adoption of the new system. The AGI has pledged its cooperation in sensitising its members.
