    The Ghana Revenue Authority (GRA) collected GHS 6.1 billion in customs revenue during July 2026. This significant increase follows the full implementation of its artificial intelligence-powered Publican AI system.

    Before the system's full deployment, monthly customs revenue averaged approximately GHS 4 billion. The July collection represents an increase of about GHS 2.1 billion. This improvement highlights the system's effectiveness in enhancing revenue mobilization and the valuation of imported goods.

    This development is crucial for Ghana's public finances, especially as the government seeks to improve domestic revenue generation. Increased customs collections can help reduce reliance on borrowing and support national development projects. The GRA's efforts align with broader economic strategies to strengthen fiscal stability and improve financial autonomy.

    Commissioner-General of the GRA, Anthony Sarpong, confirmed these figures during a visit to the Asantehene, Otumfuo Osei Tutu II, at the Manhyia Palace. Dr. Sarpong stated, "The full implementation started in April 2026. As of June, we were collecting GHS 5.5 billion. In the month of July, we collected GHS 6.1 billion, which means that our customs reforms are working."

    The GRA plans further reforms to improve Value Added Tax (VAT) collection. Currently, only about 40% of businesses pay VAT. The Authority aims to mandate the installation of devices at shops and service points to enhance VAT administration and compliance. This initiative could significantly boost government revenue and ensure fairer tax contributions across the business community.

    Additionally, the GRA will introduce a taxpayer reward scheme. This program will encourage consumers to demand VAT receipts for purchases. Consumers who collect these receipts could qualify for rewards from the GRA or the government. This scheme aims to increase compliance by involving the public in tax enforcement.

    The Commissioner-General attributed the success in customs revenue to the cooperation of importers, the business community, and GRA staff. This collaborative approach is essential for the effective implementation of tax reforms.
