Government Pays GHS 107 Million in Assembly Member Allowances

The Ghanaian government has confirmed the payment of monthly allowances to assembly members nationwide. Minister for Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, stated that the government is fulfilling its commitment to these payments. This initiative covers assembly members in all 261 Metropolitan, Municipal, and District Assemblies (MMDAs) across Ghana.

President John Dramani Mahama pledged in 2025 to allocate GHS 100 million for these allowances. By December 31, 2025, the government released GHS 107 million to the Ministry’s Financial Controller. This amount subsequently went to Metropolitan, Municipal, and District Chief Executives (MMDCEs) for distribution to both elected and appointed assembly members. The initial commitment was exceeded by GHS 7 million.

This payment scheme is a crucial part of Ghana's broader decentralisation agenda. It aims to strengthen local governance and improve accountability at the grassroots level. Decentralisation seeks to empower local authorities, enabling them to deliver development more effectively. For years, assembly members have advocated for financial support, as many performed their duties without adequate resources. This allowance acknowledges their essential work and eases their financial burden.

Minister Ahmed Ibrahim briefed Parliament’s Government Assurances Committee on Thursday regarding these payments. He explained that Ghana has more than 9,000 assembly members. This total includes 6,272 elected members and 2,830 appointed members. Each assembly member is entitled to a taxable monthly allowance of GHS 1,300. This provides a direct financial incentive to serve communities.

The payment of allowances directly impacts the financial stability of numerous local officials. These officials act as the vital link between communities and district assemblies. They mobilize citizens, monitor local development projects, and promote accountability within their areas. Providing financial support helps retain dedicated individuals in these important roles. The consistency of these payments is essential for sustained local development efforts.

Mr. Ibrahim also disclosed that funds for the first-quarter allowances for 2026 have been released this week. These funds will soon reach the beneficiaries. This indicates a consistent effort by the government to maintain its commitment. Ongoing disbursements will provide continuous support to assembly members. This regular payment schedule is vital for planning and stability at the local governance level.

Future monitoring will focus on the timely and consistent disbursement of these allowances. Observers will watch to ensure the funds reach all eligible assembly members without delays. The impact of these allowances on the effectiveness of local governance will also be a key area of interest. This includes assessing improvements in community engagement and project oversight. Financial markets and public finance analysts will eye the long-term sustainability of this expenditure within the national budget. The government’s ability to sustain this commitment will be a measure of its ongoing support for local democracy and development.
