Ghana Parliament reinforces public financial oversight

Ghana’s Parliament, through its Public Accounts Committee (PAC), will strengthen accountability in the public sector. Abena Osei Asare, Chairperson of the PAC, reaffirmed Parliament’s commitment to this goal. This focus aims to improve public financial management and national development.

Parliament’s oversight responsibilities ensure better service delivery across government institutions. The PAC’s role is not to shame but to build stronger systems. This approach supports efficient resource management for the benefit of all Ghanaians. The European Union also backs initiatives promoting transparent financial management.

This commitment comes as Ghana faces ongoing challenges in public finance. Reports from bodies like the Auditor-General often highlight financial irregularities. Strengthening accountability aligns with broader efforts to curb corruption and improve trust in public institutions. Ghana's Public Financial Management Act 2016 (Act 921) provides the legal framework for these reforms.

Abena Osei Asare stated these remarks at the launch of a key report. The Centre for Local Governance Advocacy released its 3rd Edition Public Financial Management Compliance League Table (PFMCLT) 2025 Assessment Report. This report recognized ten Metropolitan, Municipal and District Assemblies (MMDAs) for excellent financial management. Bia East District Assembly ranked as the top performer.

Ms. Osei Asare emphasized prudent management of public resources for national development. “Our responsibility is to strengthen our public institutions by promoting accountability,” she said. Parliament will continue its constitutional oversight to ensure public institutions remain accountable.

Musah Mohammed, a European Union Representative, also spoke at the event. He reaffirmed the EU’s commitment to supporting transparency in public financial management. He stressed that effective management of public funds builds public trust. This trust is crucial for strengthening local governance and ensuring development meets community needs.

The consistent focus on public financial management indicates growing pressure for fiscal discipline. This commitment will influence government spending and departmental efficiency. Decision-makers and financial markets will watch for concrete improvements in resource allocation and fraud prevention. Continued scrutiny by the PAC could lead to greater financial transparency and better public services.
