EOCO Arrests Dennis Miracles Aboagye Over GHS 55 Million Irregularities

The Economic and Organised Crime Office (EOCO) arrested Dennis Edward Aboagye, also known as Dennis Miracles Aboagye. The arrest relates to alleged financial and procurement irregularities totaling approximately GHS 55 million. Mr. Aboagye served as the former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD).

Mr. Aboagye was arrested at the Kotoka International Airport upon his return to Ghana. This action followed extensive investigations by EOCO. A petition from the current Executive Secretary of IMCCoD requested further inquiries into a forensic audit of the Secretariat. The audit covered activities between August 1, 2022, and February 2, 2025. It targets suspected misappropriation, misapplication, diversion, and theft of public funds.

This investigation unfolds within a broader context of Ghana's efforts to combat financial malfeasance in public institutions. Cases of alleged corruption can impact investor confidence and public trust in government. Such developments often highlight the importance of robust oversight mechanisms and accountability within state-affiliated bodies. The alleged GHS 55 million loss represents a significant sum for public finances.

EOCO stated that Mr. Aboagye, along with the former Accountant of IMCCoD, Gerald Appiah, faces investigation. The alleged offences include conspiracy to steal, stealing, and using public office for profit. Other charges include causing financial loss to the state, dissipation of public funds, and money laundering. Gerald Appiah has voluntarily begun refunding some linked funds, but EOCO emphasized this does not absolve any suspect.

EOCO confirmed placing Mr. Aboagye on a Stop Order a week before his arrest after new findings emerged. This order aimed to prevent travel that could impede the investigation. Unknown to EOCO, he had already left the country. The Ghana Immigration Service executed the Stop Order upon his arrival. Mr. Aboagye will be granted bail in accordance with constitutional and legal provisions. Investigations will continue with further updates promised by EOCO.

The current arrest may trigger further scrutiny of procurement processes within other decentralised government bodies. Investors and citizens will watch for the resolution of this high-profile case. The outcome could set precedents for accountability in key public service roles. Political implications may also arise, as Mr. Aboagye serves as spokesperson for the NPP's 2028 presidential candidate, Dr. Mahamudu Bawumia.
