Ghana’s “No Fee Stress” policy has benefited 312,448 students across the 2024 and 2025 academic years. The government spent GHS 888.8 million on this initiative.

Education Minister Haruna Iddrisu shared this information in Parliament on Thursday, June 18. The policy aims to reduce financial barriers to tertiary education. It directly affects hundreds of thousands of Ghanaian families by lessening the cost of higher learning.

This significant public expenditure highlights the government's focus on human capital development. It also links to broader national goals of increasing skilled labor and fostering economic growth. Expanding access to education helps address income inequality and improve social mobility.

Minister Iddrisu stated, “Speaker, the new academic fee policy 202425 academic year, 152,698 validated first-year students benefited at a cost of GHS 399,374,727.” He added that the 2025 academic year has seen 159,750 students benefit, costing GHS 489,456,427. This brings the total to 312,448 students supported with GHS 888,831,000. These figures demonstrate a clear commitment to educational access. The Minister emphasized that the government’s approach prioritizes access, relevance, and quality in education.

The continuation and potential expansion of such policies will be crucial for Ghana's long-term economic prospects. Investors and policymakers will observe how these investments translate into a more skilled workforce. The policy's impact on tertiary enrollment rates and graduate employability will be important indicators. The financial sustainability of such large-scale social interventions also remains a key consideration for public finance management.

Furthermore, the Minister announced additional support for persons with disabilities. Under a free tertiary education initiative for the 20252026 academic year, 1,530 persons with disabilities received full fee and residential coverage. This amounted to GHS 9,837,000. These targeted interventions underscore a commitment to inclusive education.

Mr. Iddrisu also highlighted reforms in legal education financing. Students pursuing law can now apply for the Student Loan Trust Plus. This offers full fee coverage loans paid directly to institutions. This includes 610 students from the Ghana School of Law, marking a significant reform. These measures aim to make specialized education more accessible. The “No Fee Stress” initiative represents a major social intervention designed to address the high cost of higher education. Its components mitigate financial burdens for students seeking university degrees.
