    Ghana begins VIRAL assessment for national housing strategy

    Ghana has begun a comprehensive assessment of its housing and urban development strategy. This initiative uses the internationally recognized VIRAL framework.

    The Ministry of Works, Housing and Water Resources, in collaboration with the National Homeownership Fund (NHF) and Shelter Afrique Development Bank (ShafDB), launched this evaluation. The assessment aims to strengthen institutional coordination and deepen investment in affordable housing. It will also position Ghana to advance sustainable housing and urban development.

    This assessment is crucial for Ghana's economic and social progress. A significant national housing deficit currently exists, impacting public health and social inclusion. Addressing this deficit can stimulate economic growth and create jobs across various sectors.     Mr. Kenneth Gilbert Adjei, the sector Minister, stated that housing remains one of the Government’s foremost development priorities. He explained that the VIRAL Framework focuses on Vision, Institutions, Regulations, Actors, and Local Initiatives. This framework will enhance Ghana’s housing finance ecosystem and promote private-sector participation. It will also work to reduce the national housing deficit.

    Mr. Thierno-Habib Hann, Managing Director of ShafDB, confirmed the exercise has two key components. These are a diagnostic assessment and the development of a country housing and urban development partnership strategy. This entire process is expected to be completed by December. Mr. Prosper Hoetu, Chief Executive Officer of NHF, described the signing of the VIRAL Agreement as a turning point for Ghana's housing sector. He noted that the diagnostic report and the strategy will serve as a blueprint to transform the sector. They will also identify key projects for mobilizing sustainable financing.

    The VIRAL assessment is expected to provide Ghana with a robust framework to address its housing challenges. It will accelerate the delivery of affordable housing nationwide.
