Africa records the world's highest road traffic fatality rate, accounting for nearly 20% of global road deaths. This occurs despite the continent owning only 3% of the world's vehicles. Ing. Professor Douglas Boateng, a Chartered Director and Engineer, highlighted this alarming disparity.
The World Health Organisation (WHO) estimates that road crashes kill 1.19 million people globally each year. Between 20 million and 50 million more suffer injuries. Road traffic injuries are the leading cause of death for young people aged five to twenty-nine. More than half of those killed are vulnerable road users like pedestrians, cyclists, and motorcyclists.
Africa's situation is particularly dire within this global tragedy. The WHO's African Region reported an estimated 225,000 road deaths in a recent single year. While fatalities decreased in most other regions, they continued to climb across Africa. This stark contrast underscores a critical public health and safety challenge for the continent.
Professor Boateng, through his NyansaKasa (words of wisdom) initiative, argues that the cure for this crisis is not expensive. He states that simple interventions can prevent many road deaths. These include visible road signs, functioning traffic lights, and properly marked pedestrian crossings. Thoughtfully designed junctions, consistent helmet use, and seat belt fastening also save lives. These modest measures rarely receive grand ceremonies but collectively protect multitudes.
The WHO reports that over 100 countries reduced road deaths between 2010 and 2021. Several nations, including Denmark, Japan, and Norway, cut fatalities by more than half. This evidence refutes the idea that rising road deaths are an unavoidable consequence of increased motorisation. Countries make deliberate choices that impact road safety outcomes.
Professor Boateng stressed that engineering solutions alone are insufficient. A traffic light instructs drivers, but it cannot create respect for the law. A pedestrian crossing is decorative art if motorists refuse to yield. Weak enforcement encourages dangerous habits like speeding, drunk driving, reckless overtaking, and mobile phone use while driving. These behaviors contribute significantly to fatalities.
He noted a contradiction in public attitudes towards enforcement. People demand stricter rules for others but feel aggrieved when caught themselves. This mindset allows transgressions to persist. The cemetery, he observed, does not differentiate based on excuses. Consistent and predictable enforcement is therefore essential for road safety.
Rwanda offers an instructive example of effective enforcement. The country uses camera-detected speeding and red-light systems. These systems issue notices detailing the offense, location, and fine. This approach ensures that breaking the law carries a high probability of consequence. The principle of certainty in enforcement is more important than the specific technology used.
Professor Boateng also addressed the issue of punitive fines. Fines must be thoughtfully designed, not just imposed. A small penalty might become a mere operating expense for wealthy or commercial drivers. Conversely, a severe sanction that is rarely enforced becomes theatrical. Effective enforcement requires certainty, proportionality, and escalation. Technology can significantly reduce roadside negotiations and improve compliance.
The economic implications of road crashes are substantial. They strain healthcare systems, reduce productivity, and cause immense social suffering. Investing in road safety measures and robust enforcement can yield significant long-term economic benefits. Ghana, like other African nations, must prioritize these interventions to protect its citizens and foster sustainable development.
