TOR Resumes Crude Oil Refining with 1 Million Barrels

The Tema Oil Refinery (TOR) has resumed refining activities. It is now processing 1 million barrels of crude oil. This restart significantly boosts Ghana's energy security.

Energy and Green Transition Minister Dr. John Abdulai Jinapor announced the development. He stated the refining operations strengthen Ghana's domestic fuel production capacity. The resumption aims to reduce the country’s reliance on imported fuel products. This move supports Ghana's self-sufficiency in the energy sector.

This development aligns with Ghana's ongoing efforts to boost local processing of petroleum resources. The Sentuo Oil Refinery is also engaged in significant refining activities. These concurrent operations reflect a government commitment towards industrialisation. They are crucial for Ghana's long-term economic development goals. Ghana has been working to reduce its trade deficit, partly driven by fuel imports. Increased domestic refining can improve the balance of payments. For instance, Ghana’s Q1 2026 budget showed nearly GHS 24 billion unspent as revenue shrank by GHS 2.7 billion, highlighting the need for local economic drivers.

Dr. Jinapor praised the cooperative efforts among government, industry stakeholders, and petroleum partners. He made these remarks in a Facebook post on June 9. He described this collaboration as evidence of a shared commitment. This commitment is towards advancing Ghana's energy security and economic development. The Minister's statement underscores the strategic importance of TOR's return to operation.

The return of TOR to active operations creates significant implications. It will likely reduce the foreign exchange burden from fuel imports. This could stabilise fuel prices domestically. Markets and decision-makers will closely monitor TOR's consistent output. Sustained refining could attract further investment in Ghana’s downstream petroleum industry. This development could also create more jobs within the energy sector.

Ghana’s capacity to refine its own crude oil is vital. It lessens exposure to global price volatility. It also enhances the security of fuel supply for transportation and industry. The successful processing of 1 million barrels sets a positive precedent. Future operations are expected to continue this trend. This will cement Ghana's position as a player in its own energy value chain.

The government's strategic focus on local refining capacities is clear. This includes the successful operations of both TOR and Sentuo Oil Refinery. These initiatives contribute to a more robust national economy. They also foster greater energy independence for Ghana.
