Energy Minister John Abdulai Jinapor has announced strong government backing for the Sentuo Oil Refinery's expansion. This move will increase its processing capacity to 100,000 barrels of crude oil each day. The refinery recently received its first delivery of Jubilee crude oil for processing within Ghana. This marks a significant shift from exporting crude oil for refining abroad.
The minister highlighted this event as a landmark achievement for Ghana's petroleum sector. It aims to create more value locally and strengthen the nation's energy security. Developing local refining capacity is a key government policy. It seeks to maximise economic benefits from Ghana's oil resources. For years, Ghana exported crude oil but imported refined fuels. This cycle was described as unsustainable. The nation's only state-owned refinery faced operational issues, limiting domestic processing.
Mr. Jinapor stressed that true economic transformation requires local processing. This creates jobs, builds skills, and supports domestic industries. Sentuo Oil Refinery already employs hundreds of workers. This demonstrates the direct employment benefits of local refining. The first phase of Sentuo's refinery, finished in 2024, handles 40,000 barrels per day. The second phase will add another 60,000 barrels daily capacity. This combined capacity will reach 100,000 barrels per day. The minister also noted that Tema Oil Refinery has received one million barrels of crude for its operations.
Increased local refining could significantly cut Ghana's need for imported fuels. There is potential for Ghana to become an exporter of refined petroleum products. This is especially important given recent global supply disruptions. Geopolitical tensions in the Middle East highlight the risks of depending on imported fuels.
