Petroleum Hub land size controversy centers on 5,000 hectares

The Petroleum Hub Development Corporation (PHDC) confirmed that President John Dramani Mahama’s written directive set the Petroleum Hub’s land size at 5,000 hectares. Dr. Toni Aubynn, CEO of the PHDC, stated this figure aligns with the gazetted Declaration of Intent for the project. This area translates to approximately 12,365 acres for the planned energy infrastructure.

Dr. Aubynn made this clarification in a social media post on Saturday, June 6, 2026. He addressed concerns regarding the land acquisition process in Jomoro. The CEO emphasized that an official letter from the President to the Minister of Lands and Natural Resources initiated the acquisition of these 5,000 hectares. This directive followed President Mahama's public announcement to the Western Regional House of Chiefs on July 30, 2025.

This project is crucial for Ghana’s long-term energy security and economic growth. The Petroleum Hub aims to process, store, and trade petroleum products. Such large-scale industrial projects often involve significant land acquisitions that can attract public scrutiny. Ghana’s development agenda frequently balances large infrastructure needs with local community interests and environmental concerns. Previous major projects, like port expansions and mining operations, have also faced land-related discussions.

Dr. Aubynn dismissed claims that President Mahama made an error when announcing the 5,000-hectare figure. He said it was unusual for anyone to suggest the President erred in his communication with the Chiefs and the PHDC. His statement indirectly addressed allegations by private legal practitioner Oliver Barker-Vomawor. Mr. Barker-Vomawor claimed the President might have mistakenly mentioned hectares instead of acres, implying a smaller intended land size.

The ongoing collaboration between the Lands Commission and the PHDC will continue for land acquisition. This process is based on a presidential directive to the Ministries of Lands and Energy to expedite the acquisition of the 12,365 acres. The Petroleum Hub project holds significant economic promise for Ghana. It is expected to create over 700,000 jobs. It also aims to secure the nation's energy future by establishing a robust downstream petroleum industry. Decision-makers and the public will closely monitor the project's progress and land acquisition transparency. Successful implementation could boost regional economies, particularly in the Jomoro area. Delays or disputes could, however, affect investor confidence and project timelines.
