Ghana's electricity transmission system shows significant weaknesses, according to the Africa Centre for Energy Policy (ACEP). Frequent nationwide power trips expose deeper infrastructure problems, not just isolated faults. This assessment follows a recent nationwide blackout that affected parts of the country.
Benjamin Boakye, ACEP's Executive Director, highlighted the alarming frequency of these incidents. He stated that while power system trips occur even in advanced markets, Ghana's situation is concerning. The issue is not single faults but the growing number of system disturbances in a short period. This indicates a systemic vulnerability in the national grid.
This situation fits into Ghana's broader economic narrative of infrastructure challenges and energy security concerns. Reliable power supply is crucial for economic growth and attracting investment. Frequent outages, often called 'dumsor' by Ghanaians, have historically hampered businesses and daily life. Addressing these transmission issues is vital for sustained development and investor confidence.
Mr. Boakye explained that Ghana's power system faces immediate protection challenges and long-term infrastructure limitations. He noted a major problem around the Akosombo area that the Ghana Grid Company Limited (GRIDCo) is working to resolve. Strengthening protection systems there would prevent local faults from becoming nationwide outages.
However, fixing immediate faults alone is insufficient. Mr. Boakye pointed to the structure of Ghana's transmission network, which combines 161-kilovolt and 330-kilovolt lines. This capacity difference creates problems when a major 330kV line fails. The lower-capacity 161kV network struggles to carry the entire electrical load, leading to wider system collapse.
ACEP calls for immediate measures to limit the impact of major transmission line failures. Ghana should develop mechanisms to quickly isolate selected generation plants when a 330kV line trips. This prevents the remaining infrastructure from becoming overloaded. Identifying least-cost measures and contingency arrangements is crucial to contain problems.
Beyond immediate protection, Ghana has neglected the development and upgrading of its transmission infrastructure. Mr. Boakye argued for strengthening and expanding the network. Developing additional transmission routes would allow power rerouting when one major line is unavailable. A fully interconnected and looped network offers greater flexibility.
An additional 330kV transmission line from the Akosombo area, for instance, could provide an alternative path for electricity. This would reduce pressure when an existing major line trips. Such investments are critical for system resilience and stability. They prevent a single point of failure from causing widespread disruption.
Mr. Boakye stressed that occasional system disturbances are normal in electricity networks. The concern is the recent frequency and scale of incidents. Expanding the transmission network and creating additional high-voltage routes must be part of Ghana's strategy. This reduces the risk of nationwide blackouts and ensures energy security.
Immediate interventions should occur alongside longer-term investments. Authorities should not wait for major infrastructure projects before addressing current vulnerabilities. Stronger protection around vulnerable sections is needed. Faster mechanisms for isolating generation or other components during major line failures are also essential. Continued investment in additional high-voltage transmission routes will allow GRIDCo to contain faults effectively. This approach aims to maintain electricity supply to as much of the country as possible during disturbances.
