An independent audit found about 1,347 of the Electricity Company of Ghana’s claimed containers at Tema Port could not be traced. ECG had told a ministry committee it held 2,491 uncleared containers of cables and other equipment. Auditors could confirm only 1,134.
In the same period, ECG’s buying far exceeded its plans. Energy Minister John Abdulai Jinapor told Parliament that ECG procured materials worth GHS8.2 billion in 2024 against an approved plan of GHS1.3 billion. In 2023, procurement reached GHS8.3 billion against a plan of about GHS935 million.
Jinapor set up a five-member committee, chaired by Prof Innocent Senyo Acquah, after inspecting uncleared ECG stock at Tema in January 2025. National Security later traced some ECG-marked cables to sites where they were being melted down. Fourteen people were arrested. The ministry later said more than 2,600 containers had been located and many cleared.
In October 2025 the Energy Ministry sent its full report to the Attorney-General for possible prosecution. Related work has continued, including a May 2026 CID inquiry into the alleged release of 236 ECG uncleared-cargo containers.
