Africa's nuclear power expansion plans face significant delays without urgent investment in skilled professionals. The Ghana Atomic Energy Commission (GAEC) issued this warning, emphasizing the critical role of human capital. This shortage represents a major systemic risk to the continent's emerging nuclear programmes.
Professor Abdulai Baba Salifu, Chairman of the GAEC Governing Board, stated that technology and financing alone are insufficient. He highlighted human capital as the decisive factor for Africa's nuclear ambitions to succeed or stall. Prof. Salifu made these remarks at the US-Africa Nuclear Energy Summit 2026 in Accra. The summit focused on “Building and Sustaining Africa's Nuclear Workforce.”
Ghana, like many African nations, is exploring nuclear power to meet its growing energy demands. This initiative aligns with broader continental goals for energy security and industrialization. However, the lack of specialized personnel could undermine these strategic objectives. The International Atomic Energy Agency (IAEA) considers human resource development one of 19 essential nuclear infrastructure pillars. This makes workforce development fundamental to any successful nuclear programme.
Prof. Salifu cited global workforce challenges that could replicate in Africa without early intervention. Data presented at the summit revealed 46% of surveyed nuclear companies globally report hiring difficulties. This leads to operational bottlenecks and project delays. Furthermore, 25% of the global nuclear workforce is currently over the age of 55. Shortages in technical and vocational nuclear roles are projected to increase by 35% by 2030.
Africa's situation is further complicated by the persistent threat of brain drain. Skilled professionals often seek higher salaries and greater opportunities abroad. Prof. Salifu stressed that training efforts must include employment opportunities and credible career pathways. This strategy aims to retain trained professionals within African economies. Without these incentives, domestic talent will continue to migrate, exacerbating the skills gap.
The GAEC chairman also called for stronger regional cooperation among African countries. He argued against individual nations attempting to develop every component of nuclear expertise independently. Instead, he proposed an African nuclear workforce ecosystem. This system would allow countries to share training infrastructure, research facilities, and specialized expertise. It would also facilitate sharing simulation and laboratory capabilities, regulatory experience, and educational programmes. This collaborative approach could optimize resource allocation and accelerate skill development across the continent.
Prof. Salifu noted Africa's youthful population presents a significant opportunity. By 2050, half of Africa's population is projected to be under 25 years old. This demographic trend can provide the human capital needed to build the continent's nuclear industry. However, this requires creating the necessary educational and professional opportunities. Investing in youth development for nuclear science and engineering is crucial. This proactive approach can transform a potential challenge into a strategic advantage for Africa's energy future. The success of these nuclear projects hinges on robust human capital development strategies.
