Dr. Sennen Hounton, UNFPA Regional Director for West and Central Africa, emphasized that this approach is critical for identifying communities lacking adequate healthcare access. Governments must accelerate efforts to collect and utilize detailed population data effectively.

    This initiative aims to ensure development interventions reach all citizens, particularly those often left behind in remote or rural areas. Traditional national statistics frequently mask significant disparities between urban centers and rural communities. Geo-referenced censuses provide granular data, allowing governments to pinpoint specific areas requiring urgent attention and targeted support.

    This strategy aligns with Ghana's broader economic and social development goals, which often face challenges in equitable resource distribution. Ghana, like many African nations, grapples with balancing rapid urbanization with the needs of its rural populace. The ability to identify specific communities with low health insurance coverage, for example, moves beyond national averages that might otherwise suggest widespread success.

    Dr. Hounton, speaking at a press conference in Accra on July 22, on the sidelines of the 2026 African Union Extraordinary Health Summit, stated, "The Agenda 2030, we need two things: acceleration and again addressing the inequalities." He highlighted that 22 out of 23 countries in the West and Central Africa region will have conducted a geo-referenced modern census by next year. This significant progress provides governments with more accurate information to guide decision-making and ensure accountability.

    The implications of this data-driven approach are substantial for healthcare planning and resource allocation. Governments can design evidence-based policies and direct resources to communities with the greatest needs. This includes better planning for healthcare financing, maternal health services, and social protection programs. For instance, a national health insurance enrollment rate of 90% might hide that only 30% are covered in a specific region like Tamale, while Accra boasts 99% coverage. This detailed information allows for intensified efforts in lagging areas.

    Achieving health equity requires focusing not only on people in major cities but also on those in remote and underserved communities. Dr. Hounton stressed that governments can only address challenges effectively when they have reliable information. He added, "We only make progress on what we measure." Stronger data systems are fundamental for designing effective policies and ensuring equitable resource distribution.
