The Women’s Development Bank budget line rose from GHS51.3 million to GHS401 million. Teacher trainee allowances rose 2% to GHS207 million.
Finance Minister Dr Cassiel Ato Forson set the GHS401 million figure in the 2026 Budget Statement in November 2025, after a GHS51.3 million seed allocation in 2025. That is about an eightfold rise, and the largest percentage increase among major social and economic programmes tracked in a 2025–2026 budget comparison (681.7%).
The same comparison puts teacher trainee allowances at GHS203 million in 2025 and GHS207 million in 2026, a rise of about 2%. A separate advocacy tally put the 2026 Colleges of Education trainee allowance line at GHS207.8 million.
By mid-2026, Forson told Parliament the bank had been incorporated as WDB GH Ltd on 26 January 2026 and that GHS400 million had been deposited with the Bank of Ghana as licensing capital. Teacher trainees had received GHS104 million in allowances by then. The bank still needed a BoG operating licence and was expected to start full operations before the end of 2026.
