Moody’s Ratings has upgraded the ECOWAS Bank for Investment and Development (EBID)’s long-term issuer rating from B2 to B1. This significant move, announced on August 14, 2026, comes with a stable outlook, reflecting the bank's improved financial health.
The upgrade highlights substantial improvements in EBID’s financial position, asset quality, capitalisation, and funding profile. Moody’s specifically noted the bank’s sound solvency, resilient asset quality, and consistent shareholder backing. These factors collectively underpinned the decision to elevate EBID’s credit standing.
This development positions EBID more favorably within the broader West African economic landscape. It signals increased confidence in a key regional development finance institution. The upgrade is crucial for EBID as it seeks to expand its lending activities and support economic transformation across the ECOWAS region. It also aligns with the bank's long-term objective of achieving investment-grade status.
Dr. George Agyekum Donkor, EBID President and Chairman of its Board of Directors, commented on the upgrade. He stated, “This upgrade is a clear recognition of the progress EBID has made in strengthening its financial foundation and institutional capacity.” Dr. Donkor added that it validates the confidence placed in EBID by its shareholders, partners, and the international community.
The improved rating is expected to strengthen investor and development-partner confidence in EBID. This will facilitate its efforts to expand financing operations and mobilise additional resources. Such resources are vital for critical development projects across West Africa, supporting regional economic growth and stability.
A significant factor contributing to this upgrade was the African Development Bank’s (AfDB) entry as EBID’s first institutional shareholder. This partnership, approved in June 2026, is seen as strengthening EBID’s capital base and institutional standing. It also deepens cooperation between the two regional development finance institutions.
EBID is currently implementing its Growth, Resilience and Optimisation (GRO) Strategy 2026–2030. This five-year plan prioritises infrastructure development, renewable energy financing, private sector growth, and climate resilience. The bank aims to expand its support for projects that drive economic transformation across the subregion.
The bank has recently advanced projects in infrastructure, healthcare, and energy. These initiatives aim to expand access to essential services, create jobs, and promote sustainable economic growth. The B1 rating will enhance EBID’s ability to attract funding for these ambitious projects.
The upgrade also reflects EBID’s efforts to diversify its funding sources. This diversification is critical as the bank expands its lending activities across West Africa. A stronger rating typically translates to lower borrowing costs for the institution.
For Ghana, a member of ECOWAS, a stronger EBID means greater access to development financing. This can support local infrastructure projects and private sector initiatives. The upgrade underscores the importance of robust regional financial institutions in driving economic progress.
The stable outlook assigned by Moody’s suggests that EBID’s financial health is expected to remain strong. This provides a positive signal to potential investors and partners. It reinforces the bank’s role as a credible and effective institution leading West Africa’s development agenda.
EBID’s continued focus on resilience and expansion of its role in supporting development is clear. The bank aims to demonstrate that a regional development bank can be both ambitious and resilient. This upgrade is a testament to its strategic direction and operational improvements.
